Under the Presidential Circular dated 06.07.2019 and numbered 2019/12, the Information and Communication Security Guide was approved on 27.07.2020 to outline the security measures that public institutions and organizations providing critical infrastructure services are required to implement.

Published to reduce and mitigate risks in information systems, and to safeguard the confidentiality, integrity, and availability of critical data—particularly those that could threaten national security or disrupt public order—the guide marked a major regulatory step towards strengthening the country’s overall cybersecurity posture.

Institutions within its scope are required to undergo annual audits in line with the guide and upload relevant audit documentation to the BIGDES system.
